We're working on it. The rule book edits have been essentially completed, and the excel sheet is being done now. Some complicated math going on for this year so we're a little behind. Hope to have it done in the next couple of weeks.
Yes, everyone needs to do a new sheet every year, on that year's sheet.
Yes, your points are going to change this year, due to adjustments in multiple areas. Most cars will remain in their current classes, but some may be pushed, or find it to their advantage to move, into another class.

On the topic of classing sheets, has moving the calculator from Excel to Google Sheets been considered? This would remove the requirement of having Excel in order to fill out the classing sheets. It could simple be a read-only sharable link. A user would open it and Save-As to create their own. Easy peasy and free for all.
Currently, you can open the Excel sheet in Google Sheets, but there are some warnings about missing features and reduced functionality. I'm not sure if this is impacts our spreadsheet or not. If it were native Google Sheets you could also pretty it up a bit and use check boxes, etc instead of the drop down menus, etc.
I can help migrate it if need be.

I’m a dinosaur. Grew up on excel. Google sheets gives me a headache, and reminds me of Microsoft “Works” for you old farts- like excel but missing the really good functions. I will kick the can to the next Chief Steward to move the whole thing to sheets.

You could try LibreOffice, which is a free open source alternative to MS Office.

I haven't tried editing the classing sheets with it, but it should work. You'll probably just have to loosen the default security settings to allow the Excel macros to run.

I'm no help here, but I wanted to point out that the current excel file does not work when I open it with my Excel app on an Ipad. I think it is the macros but not sure. If we are going to try to make any changes that would also be nice so a Laptop would not be required to view/edit the sheet.
