I'm installing new seats in my st3 car. I haven't seen anything in the rules about the use of a 4 point harness. Are they legal in st3, or would you prefer the use of the stock belts?

Ugrade of safety equipment is always legal in all clasees and belts especially are encouraged. I would recommend goint to 5 point if you plan four point. Of course that only works if you have a seat through which you can pass the belt and if you put a proper anchor on the floor for the crotch belt.
Remember that after-market belts will have to be replaced according to their expiration dates. If you get FIA belts like Schroth they are good for 5 years. Others, only 2 years.
Race belts will hold you in place in your seat and allow you to drive much better than bracing your left foot on the dashboard between shifts.
