Drive by wire mod.

Would a device such as a sprint booster, intended to reduce throttle lag incur a point penalty?

I don't think so.

All it does is increase the voltage relative to the pedal position, so if you press the pedal 25% you actually get 50%. If the car has an ECU lag or a lag in the intake throttle servos then it will do nothing to help that.

In other words it does nothing that can't be replicated with the right foot.

I had the Sprint Booster on my 2.0 Mazda 3 prior to having a Dynotronics tune, made some improvement but not as much as the Dynotronics work. The 2 is a real hoot to drive with the exception of absolutely terrible lag, no smooth way to rev match for a downshift. I read of one driver that depresses and holds the pedal down until he gets engine response for downshifts but this seems cumbersome and distracting to me. I have no points left for an ECU upgrade and as this car is not remotely competitive in T30 it would be hopeless to bump up a class, so the Sprint is my last resort.

Right, the only thing that can properly cure the lag is a tune.

If the sprint booster helps work around the deficiency by reducing how far you have to depress the pedal to blip on the downshift then I see no technical issue with it. I'll ask Tom for the official word.

So I can modify my throttle body by changing to a variable throttle cam to change my pedal feel?

1 point Non‐Factory Trim/modified throttle body or carburetor

If you were to change just the throttle cam and nothing else then I suppose that would fall into the same category. I believe the intention of the rule is prevent enlarging the throttle body opening, changing the linkage shouldn't be penalized in my personal opinion.
