I won't bet my house on it, because it is the MA. state government making the decision- but we've been told it is a done deal by a couple of inspection stations that we deal with. We have also been told this by an auctioneer. We have been keeping our eyes on the auctions and other sources for inspection station licenses- which are selling for the low low price of $80k for the license and used equipment. That's what I am seeing / afraid of with my Factory Five. 89 mustang drive train, but titled as a 2003. No OBD2 port even though the guys at the inspection station assure me that "it's under the dash somewhere, I'll find it". Have you brought it in for its first inspection? The inspector can put in any info he wants as far as car description on the very first MA test.
