The guys on another forum figured that it was a tour of the Hockenhiem Ring in Germany. They were also kind enough to translate what the driver was saying.

I was thinking Juan Pablo Montoya did similar. Did he spin and then stall the car?

In an SCCA National race in 2005 at Summit Point, a T1 Corvette spun on the pace lap between pit out and start finish (!!!). I laughed, and made sure to give him PLENTY of room when he passed me after having to start from the back.
