Rule Change #10: Create an underweight penalty

Any amount underweight = 0.5 second penalty
Every 1% underweight = additional 1 second penalty

Example: A 3000 lb. car weighing in at 2997 lb. would incur a 0.5 second + 0.1 second = 0.6 second penalty
3000 lb. car weighing in at 2970 lb. would incur 0.5 second + 1 second = 1.5 second penalty
