Forum software updated

I've updated the forum software to the latest release.

This was done partly because we have had a wave of spam registrations lately (20-30/day) and my hope was that the latest version of the forum software would have better spam countermeasures. Turns out they don't seem much better, we'll see how it goes. Until I can get this under control, new registrations to the form will require manual approval.

The theme we had for the forum was not compatible with the new software so we have a new look. One benefit of this new theme is that it has much better mobile support.
