do i need harnesses in pass seat?

I have a E36 BMW set up for clubracing.
To comply with getting my car into touring i must put a seat in the pass side.
Question::::: Do i need to also install a harness on pass side?
Says nothing about this in rule book. There would not be anyone using pass seat in my car!

If you are not an instructor and do not plan to take passengers in your car then no.
But if you are a licensed driver and want to take an instructor with you for either orientation on a new track or to get a few pointers here and there I'd suggest you have a harness that is equal to the one you have as a driver.
It never hurts to have it available.

Not to mention if you're a student and need to provide for an instructor.

Not to hijack the thread too bad, but I have a question along the same lines. My understanding is that the passenger side needs to have equal the safety belts as the driver side. Both the driver and passenger spots in my car will have 5 pt. harnesses and race seats. But if I have a driver race seat that has side helmet supports, does that mean my passenger seat also needs to have helmet supports? It's the last sentence of the "Car Requirements" item 6 C) that I have a question with. I can read this to mean HANS or seat helmet supports. What is intended here?

I 'm licensed but I'm looking at sharing the car with someone that will have to have an instructor... thus the question.

Technically, yes. Practically, it won't an an issue. It's really up to the discretion of the instructor and I don't think any instructor would have a problem with that so long as your passenger seat is safe.
