Where can one find that magazine?

Doesn't seem to be a mainstream publication.Their website hasn't been updated since 2009.
I found this bit on a Google search:

it is available at some local autopart stores and speed shops. I have not seen the most resent one I will look around this weekend and bring a copy to NHMS3

I believe the author was at COM's NHMS2 event, I met him briefly while he was being shown around by one of COM's big wigs - perhaps John Spain if my memory serves.

I invited Mike up to COM NH July event to do an article on COM. He took a ride a long in my ZO6 with our president John Spain. John promised me he would not beat my baby but gave Mike a good ride. Mike said he had a great time and appreciated all the input from our members. There were several picture of members cars in the paper.It turned out to be great exposure for the club. I have 50 copies of the article and will bring them to next weeks COM BOD meeting on Wednesday.

You can pick a copy up at most cruise nights at local areas in NH and MA.
