"Tires shall be of "as delivered" construction, DOT approved with no undertread showing (for safety reasons), and either be
listed in THE TIRE GUIDE or be available in three or more rim diameters."

So,a radial constructed DOT tire,regardless of tread wear rating, is OK for SS classes?

Yes.
You can run Hoosiers, Kumhos, whatever DOT race tires in showroom stock.

Personally, I think it'd be a good idea to limit SS classes to real street tires (say, 140 treadwear minimum or some such).

Is it also true the "as delivered" springs must be used? Is there any swapping allowed,like from a different trim level,same year,same model car?

No ZO6. I picked up a car I think would be competitive in SSC with sticky tires,good pads,nice shocks.Assuming I can resist putting a turbo on it.. :D I really bought it to resell,but you never know. 8)
