Dashboard Video Cameras

How strict are the tech inspectors about cameras on the dashboard? Are they looking for anything fancy, or are they mainly concerned that the camera isn't going to break loose? Would a digital camera stuck to the dashboard be OK as long as it's secured well enough not to break free?

Obviously, the intention would be to have the camera recording video. I wouldn't be punching buttons to take snapshots while in motion or anything horribly unsafe like that.

As long as the camera is securely mounted, you should be all set. Keep in mind that you'll want to be able to switch the camera off an on, possibly swap batteries or memory cards while the camera is mounted. Keep the mounting simple, but secure.
