They are not required, but it amazes me how much time and money is spent on engine work and suspension and nothing is left in the budget for safety (harness, seat, cage, HANS).

I agree. We built the chassis and brakes first, then the steering, then the engine. I'm a motorcycle rider for decades - if you only have 2 wheels, better make sure they work 100% of the time, right?
And sometime back around 1979, I had a 69 Charger with a 440 6-pak, Hurst straight-line, lock-up rear end and ladder bars. 19-year old kid, 5500 pound car, 515bhp, NO FLIPPIN BRAKES!!! STUPID 9" OEM DRUMS that faded like sunset. Let's just say I learned my lesson on the old Rte 9 in Framingham one night. Remember the pond by the apartments....
It's not so much a budget item, it's making sure we are to spec and don't upset the apple cart or the tech staff.
