Lime Rock has released official publicity about the new configuration:
http://www.americanlemans.com/News/Article.aspx?ID=4122 As discussed here and elsewhere, the new configuration will be additions, not changes:
Think "two Lime Rock Parks." First of course is Classic Lime Rock - unchanged in 50 years and unchanged going forward. The fastest road course in North America will be completely repaved and have significantly improved runoff areas. Then there is the new or "Optional" Lime Rock that substitutes three wide and slower corners with increased overtaking opportunities, along with a wider and straighter Back Straight, additional upgraded runoff areas and will be a moderate speed track.
They also say that the ALMS race there in July will be the first use of the new configuration.
It may all be moot for COM if we can never get a two day event any more, but some people may get there with other groups.

I doubt there are any other tracks where the track record is in the low 40 second range- that must be what they mean.
