Several years ago COM proposed that COM Instructors be allowed to have sessions with unlimited passing. I don't recall whether point-by's were to be required or not. Probably yes, as p-b's are club policy.
Immediate response from NHIS was that this would be considered racing and that appropriate, higher, track fees would apply.
I don't think that the issue of insurance even got to be considered as COM rapidly dropped the idea.
Maybe NHIS has rethought its position wrt the BMW's; but I believe that COM should do some diligent research before promoting any less restrictive passing protocol than is now being used.
