2014 rules?

When are the 2014 rules going to be published?
It would be helpful if the board set a hard date on when they need to be finalized, or if there is one let us know what it is. Seems like the new rulebook and spreadsheet can be tinkered with endlessly and a hard drop date would not only be a good line in the sand to end the debating, but also be very helpful to the members for planning purposes.
