I am now licensed with COM, and I read through the rules. It appears that I only need a passenger seat while a student?
I have a full cage, but have the passenger seat and belt out for a Chump requirement.
Do I need to have a passenger seat in if I don't have a petty bar?

Yes. 2014 rules page 29:
Passenger seat – must be an automotive seat, safely mounted, and suitable for an adult passenger; passenger seat may be removed when a “Petty Bar” is installed.

I missed that. Dave told me I had to, but I was holding out hope for something different in the new rules!
If no one is sitting in it, Can I at least leave the belt out of the car?

I mean baller I have told you and told you 1st you have to have the seat in the car and 2nd no you do not need to belts for the passenger seat if no one is going to be in the car .
the seat goes in ez 4 bolts . you don't have to use the seat back brace so you can leave to bolts out of that .
I only welded the seat back brace in for your instructors to be safe .
by the way do you get bumped up a class yet for have the head shaved and the cleaning up and polish work done on the combustion chamber ?

I didn't forget what you told me. I was hoping a rule changed and you missed it.
To put the seat in, should be no big deal. The belts can be a PITA!
The ports are not polished, he just cleaned them. The head was only shaved to get rid of the scratches, and not for a major compression increase.
Besides, I have soo much room before I go to T40. I probably actually went down in points since the rear shocks aren't adjustable anymore!

this is what you have .
2 points for your rear springs
1 point for the head being shaved
2 points for the polishing and cleaning of the combustion chamber .
as for the ports and porting there are no points for exhaust ports and intake ports .
you changed your rear shocks to a performance street shock . but you still have adjustable coilovers with a race spring rate .
so the only thing your saving is the adjustable shock it's self .
