They had problems overheating the small front brakes so they added Corvair cooling fans on the wheels to cool the brakes. 8)

Yeah. As I remember, they were planning to use air brakes and therefore thought they could get away with the small wheels (for less frontal area). Then movable aerodynamic devices were banned (because Jim Hall's cars were to fast), and Shadow was painted into a corner.
